President Donald Trump has pledged a $5,000 “dividend” to every adult American citizen if Republicans win both the House of Representatives and the Senate in November’s midterm elections, CNBC reported.

The promise, delivered at the GOP’s midterm convention in Dallas, comes as Democrats are currently projected to take control of the House — a result that would likely stall Trump’s legislative agenda and serve as a verdict on his second term.

The Pitch and the Price Tag

“Here is my promise: if the Republicans win the House of Representatives and the United States Senate, both of them… because of our tremendous strength and success economically, I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump told the crowd.

He also told attendees, “I’m asking you to pretend that I’m on the ballot.”

The total cost of the proposed payout is estimated at more than $1 trillion, a figure that raises immediate questions about funding and the strain it would place on a federal budget already under pressure.

For context, the U.S. government has spent $1.27 trillion on interest payments for the national debt this fiscal year to date, while defense spending for 2026 is committed at $1.36 trillion. The national deficit is nearing $1.8 trillion for the fiscal year to date, with more than $6 trillion spent between October and July — putting the deficit at roughly 5.8% of gross domestic product.

Borrowing costs have climbed sharply in recent weeks amid concerns about sticky inflation, Treasury buybacks and an elevated debt load, which stood at 122.6% of GDP in the first quarter.

Legal Questions Loom

The proposal could also run into legal trouble. Under federal law, offering or making a payment to induce someone to vote, withhold their vote, or vote for or against a candidate is a criminal offense — punishable by a fine, up to a year in prison, or both. A willful violation can carry up to two years behind bars.

CNBC said it contacted the White House for clarification on the legal implications of the dividend proposal.

It wouldn’t be the first time such a payment scheme has drawn scrutiny. In July, a bipartisan panel found that tech billionaire Elon Musk likely violated state law by handing out $1 million checks to voters in the 2025 Wisconsin Supreme Court election. The Wisconsin Elections Commission referred two complaints to the Brown County district attorney’s office, leaving prosecutors to decide whether Musk should face charges. Musk had spent millions backing Republican candidate Brad Schimel, who lost to Democrat-backed Susan Crawford.

A Familiar Pattern

Trump has floated direct payments to Americans before, and none have come to fruition. Early in his second term, he backed a $5,000 “DOGE dividend” tied to savings from cuts made by the now-defunct Department of Government Efficiency, which Musk once led. That idea never materialized.

His proposed “tariff rebate” — a $2,000 payout funded by tariff revenue — also failed to launch after the Supreme Court ruled against the legality of his tariff regime.

Direct payments to households do have precedent, if a contentious one. During the Covid-19 pandemic, both the first Trump administration and the Biden administration spent trillions on stimulus checks. Some economists have argued that spending may have helped fuel the inflation surge that followed.
