Why Satellite Operators Are in a Panic Over an Impending Rocket Shortage

The next big crisis in space might not be a technical failure or a budget cut — it could be a simple shortage of rockets. According to Ars Technica, the satellite operations industry is “in panic” over a looming gap in launch capacity, a situation that seems almost absurd given the current boom in rocketry.

SpaceX keeps breaking records with the Falcon 9, is building toward regular Starship flights, and the industry is seeing new entrants like Blue Origin’s New Glenn, ULA’s Vulcan (with Northrop Grumman working on its solid-fuel boosters), plus startups like Stoke Space, Rocket Lab, and Relativity Space. Governments and private investors are pouring money into launch tech worldwide. So how could there possibly be a shortage?

The answer, according to analysts, lies in timing, pricing, and where the real money is flowing. Caleb Henry, research chief at Quality Space, told Ars Technica that the industry is in a state of near-panic. The problem, as he sees it, is that most of the promised new rockets haven’t yet delivered on their potential. Stoke Space, Rocket Lab, and Relativity Space have yet to achieve anything approaching Falcon 9’s scale or reliability. Even if all four medium-lift newcomers succeed, as Stoke Space’s Devon Papandrew put it, “it’s actually not going to make that much of a difference in demand right away.” Papandrew added that he thinks 2028 is when the shortage becomes “really acute.”

But the deeper issue is that SpaceX — the company with the most capacity — isn’t really in the business of selling launches to everyone else. SpaceX’s nearly two-trillion-dollar market cap isn’t because it puts stuff in space; it’s because the company figured out how to get to space cheaply with Falcon 9, then how to make serious money there with Starlink, and now promises to dwarf Starlink’s revenue with Starship and orbital data centers. Its launch capacity is just the means to its own ends.

SpaceX puts Starlink satellites into orbit at a loss, but those satellites generate billions in subscriber revenue — and that revenue grows with each launch. Starship is the next step: it will lift more than five times as much as Falcon 9 per launch at a lower cost per kilogram, and will branch into higher-revenue data services and xAI. Starship is progressing so quickly that SpaceX has already slowed Falcon 9’s launch cadence for the first time this year, and it may retire Falcon 9 entirely around 2030-2032.

For independent satellite operators, that means they might have to stand in line behind Starlink and xAI — or wait for rival firms to catch up. As Papandrew explained, the demand for launches is growing faster than the supply of new rockets can meet.

The author of the piece, PJ Media’s Steve, who runs the VodkaPundit column, suggests that SpaceX might reconsider retiring Falcon 9 outright. Instead, he argues, the company could sell or lease the Falcon 9 operations to a third party, collect royalties, and let someone else manage a rocket that SpaceX sees as nearly obsolete. There’s little sense in SpaceX devoting resources to a workhorse it no longer needs, but there might be plenty of sense for another operator to take over.

In the meantime, satellite operators are left hoping that the new rockets — and the crews working on them — get up to speed before the window closes. As Henry told Ars Technica, the panic is real, and it’s not about a lack of interest in space — it’s about a lack of rides.

The coming months will be telling: Starship’s next test flight, tentatively set for August 28, will attempt another Super Heavy booster catch, send the upper stage into orbit, and deploy 20 operational Starlink V3 satellites. It could also attempt the first Ship catch back at Starbase, Texas, if the FAA approves the permit. If Starship performs as hoped, it might ease some pressure — but for now, the space industry is learning that rocket supply doesn’t always keep up with demand.
